Call Emergency Artillery bugfix misunderstanding or did the patch go into the wrong direction?

PC Patch Notes for 1/19/23
- Resolved an issue with a Bridge Officer ability, called Call Emergency Artillery, which was able to apply a critical hit but do no additional damage.
What I understand is:
Before the patch:
If target was crit hit with CEA -> crit damage wasn't applied correctly (not sure if too much or too less)
What the patch should have done:
If target gets crit hit with CEA -> crit damage should be applied correctly now
What the current state after the patch is:
Call Emergency Artillery does not critical hit anymore -> 0%
Tested multiple times today, different runs, maps, persons.
Intentional nerf or did the patch go into the wrong direction and is bugged?
