Missing tarpaulins at Klingon Academy

Some time ago, the user @methos71 reported to me that the tarpaulins above the vendor stalls at Klingon Academy disappeared for him sometimes. At the time, I couldn't reproduce his bug. Today, I was able to reproduce it. He also told me that sometimes he could get the tarps to reappear by walking away from and then returning to the vendor stalls; this didn't work for me. However, I was able to get the tarps to reappear by switching characters.
There is no guarantee that you will be able to reproduce the bug by following the steps below. These are merely the steps that I followed this time. Note that all the characters below were at Klingon Academy before I logged on.
Steps that I followed
1. Log on to Koo'Pa@frtoaster.
2. Walk over to the vendor stalls. Notice that the tarps above the stalls are missing.

3. Walk away from and then return to the vendor stalls. Notice that the tarps are still missing.
4. Change characters and log on to Euphonie@frtoaster.
5. Walk over to the vendor stalls. Notice that the tarps above the stalls are missing.

6. Walk away from and then return to the vendor stalls. Notice that the tarps are still missing.
7. Change characters and log on to Aoede@frtoaster.
8. Walk over to the vendor stalls. Notice that the tarps have appeared above the stalls.

9. Switch back to Koo'Pa@frtoaster. Notice that the tarps are still there.
