Starbase Coffer System Broken and Unusable

What is the deal with the coffers for the Fleet Starbase Holdings? Even as Fleet Owner I can't contribute to the coffers or use the couple hundred officers it says are in each of them. It still says 0 Doffs generated per day even though I have a high level fleet. I have double-checked my permission settings and I have all permissions enabled.
