Crafted Omnis Cannot Get the Unique Crafting Modifiers

Issue:

When crafting Omni Beams, the unique crafting modifiers like [Over] and [Pen] are no longer in the pool of modifiers these weapons can get.

This issue appears to have been around for a few years, as there are reports as far back as 2020 on Reddit discussing this issue.


Steps Taken:

I went over to Tribble and crafted 100 Phaser Omnis and had the following results:

• Non-Ultra Rare: 45
• [Acc]x2 Omnis: 11
• [CrtD] Omnis: 11
• [CrtH] Omnis: 16
• [Dmg]x2 Omnis: 17
• Omnis w/ Crafting Modifiers: 0

I can confirm this is true, and affects PS and XB too. I think I reported it a long time ago too.
