Here is the link for the rest of the notes if people want to see it. I think the biggest news though is the removal of Sylvia's cat charm from use in the Winter Wonderland.
I can see why it would be an issue, but it's also a benefit for some to getting around to locations quickly. What do you guys think?

It's NOT a nerf. Reducing it's effectiveness is a nerf. Restricting it's use, on a single map, is not. Can you use Risian floater anywhere else but Risa....no! Can you use QWW weapons on any other map....no! Don't see any complaints about these 'nerf's.
Talk about sucking the fun out of the game for everyone else
I think most of the ones complaining about its use in races were trading in those "non combat" pets for marks.
I asked, this would've required building all new software. As it was, they were apparently getting numerous complaints about players using it to "cheat" during the races that it had to be addressed. Sorry, guys. 🤷♀️

Yes it's a nuclear option that removes harmless uses as well but it seems (and we got no rational reason to suspect they're lying) there wasn't systems in place to do anything less drastic
You are recieving +10 speed buff in cat-form - now we have to prevent jem-hadar chars to take advantage of ketracel speed boost (+20 speed boost), too on the winterland map? *facepalm*

Can you ask them about doing something with the Jemhadar? I mean, the feline charm was banned for +10 speed. So the jemhadar that get +20 from Ketracel is doubly guilty as well. Ban Jemhadar plz

Yeah, there are plenty of ways to gain speed boost in the game, yet the cat gets banhammer.

Why stop there, enforce a T1-Type-6-shuttle-with-standard-issue-gear-only rule for peak PVP balance.

Alternatively, maybe release the feline charm as a purchaseble winter wonderland item? I mean, as an event reward the charm is kinda subpar, its not a weapon or equipment for ground or space anyway and wont disrupt the normal gameplay outside of wonderland, so why not make the charm more accessible??

I am a systems analyst and just reading this part makes me feel panic. Modify all the software? An advanced programmer does not talk about software, but rather algorithms and if this is it, it makes me think of only 2 possibilities:
1st - that the technique and structure of the algorithms designed for the specific sub-program "Q's Winter Wonderland" is disastrous and ineffective
2nd - that the "programmers" prefer to "burn the entire forest" rather than focus on a specific area of the forest
Personally, I would prefer it to be the first option and not the second.
Frosted boots or the JH ketracel buff can be acquired by every player, the cat charm is event-exclusive and is someday going in Mudd's.
First of all, those are my words, not theirs. So, let's not get all bent out of shape with worry, if I happened to use ineffective terminology.
As for ketracel, I did mention it and was told they thought its use was already restricted. So, if not, then it may be something that needs looking into.
As for the rest of these "suggestions," y'all are getting to be a bit much over this change that was never meant to be in the first place.

Hey, I just really like to use the cat charm in wonderland. Dont even use it to race since I dont like the race. But running across the wonderland is easier with the cat. And the magic theme of the charm fits the wonderland perfectly.

Banning the charm is a terrible solution for a minor problem.
When my wife (who skipped the Haloween-event) saw me in cat-form sliding on the frozen lake, she immediate got her credit-card and did an event-buyout for the charm. She's gonna be real mad when she sees this.
As for fairness in the race:
The race has never been fair.
People have been using various speed-boosts for years.
The cat isn't even a very good one. The only difference is, it's a very obvious one.
Did you disable endeavour Sprint-speed bonus? No. It's supposed to give you an advantage that extends to PvP activities.
The charm is an event reward. This is also supposed to give you an advantage - and that would be the only event-reward (I know of) that is banned in PvP.
If you want to disable it in the race, fine. I don't really care about the race anyway.
If you can't do that, then leave it as it is. It's so much fun.

As for getting around the map, so what, you gotta be real impatient to be upset over a few extra seconds. With all of the complaining and justifying I've been reading (chat, patch note comments and here) I'm starting to hate the darn cat. Now all I'm gonna think when I see that thing is there goes... I'm not gonna finish that, sorry... inject your own salty thought there. Whining and poor sportsmanship are a couple of big pet peeves for me. I did sneak in a pun though.
I'm not sure if I violated any community rules, if I did, I apologize and am willing to delete my comments. Seems like everything is thin ice these days. Wow another pun! lol I'm getting on a roll.
edited for: I think the ice boots are fine because they are obtainable in the winter event, but is a gray area.
The only speed boost that should apply in WW is the one you can get there: the one that comes with the snow boots.
And no, that wouldn't mean that some people invested in their speed boosts for nothing. Those can still be used outside the event and despite such talk in previous threads on the topic, no one is going to convince me that they acquired them only for a race that's available a few weeks a year and only once every hour then.
Races like these should be about skill, things like reaction speed and determining the most efficient route. That was clearly the intention from day one when all powers were disabled: creating a (mostly) level playing field.
You say you can't disable it only for the race.
But what about detecting it's use? Can you do that?
Then you could disqualify the racer, and problem solved.
If you can't detect it either, maybe you could make it a function of the charm itself.
Add a function to the charm that checks for the racing-quest and cause disqualification / drops the quest / teleports the user off the track / whatever.
Don't use a chainsaw where you should use a scalpel.
Keep the cat in wonderland.
