New Breen set issues-not buffed outside of set and not buffing items outside of set

New Omni isn't being buffed by generic [Beam] consoles. Damage of both the Omni and Torpedo are lower than any others of their Mark and rarity, possibly not picking up Skills? The two and three set Beam and Torpedo damage increases only effect the new Omni and Torpedo, and not any other equipped items.

I didn't have any generic torpedo consoles to test, but I'd guess broken too.
