Preservation of Knowledge unable to reconfigure isolinear chips

Whilst at “Encode Transporter Signals for Packaged Artifacts” step the reconfigure isolinear chips screen doesn’t move the chips when pressing down for either column 1 or column 2 instead it either doesn’t move or moves the row one step to the right.
