Bug in Bridge Officer converting to Training Manual

in Xbox One Gameplay Bug Reports
When you select Create Manual, it doesnt always convert into the selected manual. From 7 Science BO's I should have gotten 7 different Manuals but one selection converted into an Energy Siphon 2, 2 others produced Gravity Well 1 where it should have been Tractor Beam 3/Stasis Field 3.
