Recruit R&D reward gone from seperate toons

I usually claim all recruit rewards once a new toon is past 20h playtime. Now I have such a toon, claimed everything from the temporal NPC as usual, claimed all marks from the rewards to push reputations and continued as usual. In the meantime Im leveling R&D which I do on pretty much every toon for the traits. Now my newest toon has two such R&D categories at lvl5 and I thought about using one of the recruit rewards to push a third category to lvl10 so I get another R&D slot. But the reward box for it is gone.

I checked the NPC and there is nothing else to claim. So I assume I claimed it with everything else.
I checked my inventory and bank but its not there.
I dont have a R&D category at lvl10 so I didnt use the reward. I dont have bonus R&D XP active so I definately didnt use the reward. Because the reward offers specifically those two things.

I checked another less played toon with nothing in R&D and face the same problem.

The reward box is gone. Now what?

The reward box is not gone as it's not an account-unlocked reward. Pushing a R&D category to level 10 is a reward that's only available for a Delta, Temporal or Gamma Recruit character - it isn't available for Klingon Recruits, nor is it available for other non-recruit character via the Temporal Agents.
