I have this weapon on my new Delta recruit. The problem is that I can't seem to upgrade it. I created a ticket for it and came here to post about it.
She's had it since the beginning and had no idea where I got it until I found this post here in the Support thread while making sure it wasn't already reported here.

A developer answered the post that it was a known issue and was being worked on. Unfortunately it is almost a year old. I would have asked directly on that discussion but wasn't sure what the policy was on adding to very old posts so I'm linking it here instead.
Would love an update.
