Issue with Elite Jem'Hadar attack ship following commands

What the issue is: This has been an ongoing issue for at least three years now, I do not know if the issue extends to other rarities of the Jem'Hadar attack ship. This issue happens to random carrier pets/hangar-ships. Sometimes they will all obey a command, other times a single ship, all but one, etc will obey commands. The ships all have a tendency to simply stay stacked on top of each other for ten or more seconds, ignoring both distance from the carrier as well as any commands until they randomly decide to stop doing so and follow/obey commands.

The attack command is the only command that gets consistently followed, and, of course, only if a target is selected. It is not uncommon for a ship to continue to maintain this mode even if the command of either its wing or the 'all ships' command gets changed. This behavior often exhibits when a ship is further away than the others and a recall command is issued, the further away ship will either sit and do nothing for a few seconds or choose to engage a nearer-by enemy if one is available.

The defend/escort command does nothing, ships will always ignore it and act as if attack was on, instead. They will not attempt to defend another friendly ship, whether in or out of combat and whether in or out of party.

The intercept command is one I haven't seen them attempt to follow for some time, I do not know if they simply feel they are too far away to do so or what, but I've come across numerous destructible missiles and they seem to always choose to continue to act as if they are on the 'attack' command only and continue to attack the target I have selected.

Finally, the recall command does work but randomly. First off, no matter how many ships return, not a single ship will dock, ever. Secondly, and this is the one that most obviously exhibits the aforementioned issue of randomly-selective obeying, not all ships will recall every time. Sometimes they'll just sit where they were when I gave the command, other times they'll continue fighting something or chase after an enemy if it's closer than me.

What steps you already tried when attempting to resolve your issue (if applicable): I have attempted unequipping and re-equipping them. I have attempted doing the aforementioned after switching ships. I have attempted using a different hangar pet, the elite scorpions, which do obey commands, then swapping back to the Elite JHASs, the issue persists with the Elite JHASs. I have attempted using only wing commands, only carrier 'all ships' commands, and a mixture of each, the results are all the same.
