Toon can't join Fleets, despite privacy settings

My toon is a level 65 and can't join a fleet. I've tried inviting myself to the fleet, but my toon doesn't show up. I've had fleet members try to send me an invite and no luck. I can search for a fleet and view info about it but that's as far as I can get; no where to join the fleet. I've chatted with Support and they suggested I post a bug note.

My privacy settings are set to allow all fleet invites. I've turned off the fleet invites, logged out, turned on fleet invites, logged out. Everything is set socially but for whatever reason, this toon can't do fleets (strangely, this is my only toon that can't join a fleet; all my other toons are in fleets). Any suggestions?

There is a maximum of 500 members in a fleet. Is it possible that the fleet you are trying to join has a full roster?
