Console ability keeps vanishing from ability tray

I have a Dynamic Power Redistributor on most of my builds for the click ability.
I also change ships ships a lot in Sector Space depending on what weapons I need for endeavors and so on.
But the Dynamic Power Redistributor vanishes from the ability tray most of the times I switch. Especially when it's the first switch after log in. Meaning I have to manually add it again only for it to vanish again the next time I switch.
I have made sure save to loadouts many times but it has no effect on whether it stays on the ability tray or not. I don't know if it's happening to other consoles as well since this is the only one I am paying attention to. But it has been like that for a while now.
