Doff dressing up, but restricted?

So it appears that a number of the BOFFs from TRIBBLE and TOS arcs can NOT use all the customization clothing options that other BOFFs can.
Example, they can not use the security arm, wrist or shoulder items or others that kind of look like armor.

This limits the character customization options a great deal.

I don't know if this was intentional or a bug, but its there.

I've noticed those specific restrictions when playing TOS but they vanished when [after completing "The Battle of Caleb IV", leaving me free to use just about the same amount of options as any other Fed Boff.
