I submitted a Ticket already, and just in case others are facing this issue I am posting it here.

The basics. Flicker, Prior to me recording, I had windowed the game, and lowered a bunch of settings and restarted the client. I went through the settings again and even opened the NVidia control panel. Just to show my system. (did a DXDialog for the report.)

    Thankfully, I have not had this happen. Have you tried updating the graphics drivers?

    Latest Drivers. The official response is run in "Safe Mode", which I already did, and technically running it on windowed safe mode works. But that isn't a real solution, it's a work around, and not a real solution.
