Feds in New Romulus Command

For the last couple of weeks, I've been frequently seeing Fed characters (NOT Fed-aligned Romulans, but Tellarites, et al) in New Romulus Command, especially hanging out by the Security Officer.

Something has gone wrong. Non-Romulan faction characters should not be able to enter NRC.

Using the Romulan Republic "Alien" species choice, it's quite possible to make Tellarites, Andorians, Cardassians, etc. that are Romulan Republic characters.
