After unlocking the "Entwined tactical matrices" starship trait, I paired it with "precision multi-targeting" with the hopes of the FAW that is triggered by subsystem targeting abilities would then trigger torp spread I. From what I could observe, Precision multi-targeting's FAW would not bring about the ETM trait, however it is working properly with the torp spread boff ability, triggering the associated FAW. Is this something that could be looked into and fixed? I would think that the PMT trait would have no issues triggering FAW and then, subsequently, ETM/torp spread. Thoughts?

I don't own Precision Multi-Targeting (but do use ETM) so I could be mistaken and can definitely understand what you're saying as the way PMT reads seems to fit the bill:
"Activating any Subsystem Targeting ability will additionally grant you Fire at Will I and +100 Accuracy Rating for 10 seconds"

Apparently PMT won't trigger the trait Target Rich Environment either so it seems to be consistent behavior.
You need to activate the Bridge Officer skill 'Fire at Will' in order for "Entwined Tactical Matrices" to do its' job. It may also be the case that ETM requires activation of FAW II or FAW III in order to trigger the Torp Spread.

Thanks to protoneous for helping to clarify that.
Using BFAW 1 and CSV 1 on a sci-torp ship with ETM seems to work fine to give torpedo spreads.
