[BUG] Ticket #792854 - "The Measure Of Morality - Part 2" will not progress if cut-scene skipped

The episode "The Measure Of Morality - Part 2" will not progress if a cut-scene is manually skipped (hold down "escape" key to skip on PC version of the game).
It occurs when the episode / mission objectives reach "Defeat Seven Of Nine" (a.k.a the fully Borg version of Seven Of Nine in this episode). There is a cut-scene directly before this fight, and when the cut-scene is skipped the Borg Seven Of Nine NPC does not activate as an enemy target - instead Borg Seven Of Nine NPC just stands inactive on screen as a non-target / "friend" NPC. Also no additional enemy Borg Drone NPC's spawn (as they are supposed to during this part of the mission). Our own characters and allies can continue to run around freely at this point of the mission, but if the enemy Borg Seven Of Nine NPC does not activate, then the mission will not progress.
NOTE: this is the FIRST encounter with the enemy Borg "Seven Of Nine" in this episode. This first encounter with enemy Borg "Seven Of Nine" is immediately (up the corridor) after the fight with the enemy Borg Reman + Iconian + multiple Borg drones. I DO NOT mean the second encounter with enemy Borg "Seven Of Nine" (slightly further into the episode) when she becomes "QUEEN Borg Seven Of Nine".
Possibly the reason why this episode jams at this point, is because during the cut-scene (if not skipped), it specifically shows the enemy Borg Drone NPC's spawning. If the cut-scene is skipped and doesn't show the enemy Borg Drone NPC's spawning, then perhaps somehow it also skips the activation of this enemy-fight.
I have tested this a few times, and each time the episode has jammed at this exact same point when I happened to skip the cut-scene. I have also tested it at least once when I did NOT skip the cut-scene, and the episode progressed normally (so despite the odd glitch, this episode can still be completed).
