Converting BOff to Manual often produces wrong Manual

I often scour the exchange for BOffs that have the abilities I desire and buy them to convert to manual. Unfortunately, about half the time, it converts to the wrong Manual. For example, I'm selecting Beams: Overload III, I get something like Target Shields Subsystems II instead.

Still happening. Converted four BOffs (Fed and KDF BOffs on a KDF character). Each had Scatter Volley III, ALL 4 became Target Subsystem Weapons III instead.
