Either you're a month too late on your announcement or you might have put in the wrong month? ;)

Oh hey, the news post double-speaks about the Experimental Upgrades... it says they're in the packs (in two spots! The short news blurb, and then in the body of the actual post), but then turns around and says you only get them by turning in prize tokens... so which is it -- Are they in the packs, or are they buyable from pack items and therefor not in the packs?

All of the Phoenix prizes are obtained by turning in the tokens one gets from opening the Phoenix Box. It's always worked that way.

The 'Ultra Rare' section lists the "Console – Universal – Voth Phase Decay" which should actually be "Console – Universal – Voth Phase Decoy".

The summer event doing its final week. Red-alert event starting up for some reason, too. And a prize pack event at the same time as well.
None of it is mandatory but that Red Alert event will definitely let some people get their new ship trait very quickly.

It makes sense to put a Red Alert at around the point where most people will get the summer ship so they have something popular to do with them rather than let them sit for the rest of the event and have the new-ship glow wear off before using them. Also, I suspect that there would be a dip in player concurrency as players get their ship and the favors grind catches up if there was not a space event to get people thinking of the long-game again at that point.
