Bug: Unable to equip some deflectors in the Visuals Deflector slot

If my memory is working correctly, the reason you cannot equip any of these deflectors in the "Visuals" tab is simply because they do not have any associated visuals. Therefore, this is working as intended.

You can check for yourself by equipping any of these Deflectors in your regular equipment slot and right-clicking on it. If it has a visual, you'll be able to "Disable Visual" from the menu.
