I had that same situation a few years back, but it was a conscious decision on my part - and a mistake.
Basically, you can't undo it until the next patch hits, and given most weekly patches are small and generally finish within a few seconds, you'll need to be ready and quick once patching starts.
If there's an alternative way to do it, I don't know it.

I went digging around the game's files to find where these sorts of preferences might be stored, but I was unsuccessful in tracking it down. And even if I was, the closest I came was files that store the data in an encoded format, so it wouldn't be a simple thing to change either. Chalk another one up to Cryptic's 'bad design choices.'
Should be stored somewhere in gameprefs.pref for most things (for Steam: "C:\Program Files (x86)\Steam\steamapps\common\Star Trek Online\Star Trek Online\Live\localdata\Gameprefs.Pref" ). Usually deleting that file (or renaming it) will trigger the game to be in state similar to a fresh download. Not sure if that setting is in there, as the machine I'm on ATM is not really capable of running the game, but I think it should be.
