Klingons on Risa won't teach Mok'bara

While on Risa, I played my Federation character, and spotted a group of Klingons practicing Mok'bara on an arch. But when I approached and clicked the "Practice Mok'bara" button, the Klingon just said that he refuses to teach it to his enemy. My character is at Level 65 and has long past done the missions that ended the war with the Klingons. Is this a bug?

It's intended to work like this indeed.

It would have been a funny report if the OP had been aware of that fact.

Their response is based on your faction: Klingons will only Mok'Bara with KDF and KDF-allied players, and refuse Mok'Bara to all Fed and Fed-allied players.

...and it looks like others have already beaten me to the punch.
