Please Add Personnel Officers and Cultural Exchanges to Starfleet Academy

Starfleet Academy has personnel officers and associated cultural exchanges for Andorians, Tellarites and Vulcans.
However, the other UFP member species are not represented. The cultural exchange missions are spread out all over the Alpha and Beta quadrants and thus are difficult to obtain.
Please add personnel officers and the cultural exchange missions to Starfleet Academy to make STO more representative of ST.

Caitian Personnel Officer
Caitian Cultural Exchange
Deltan Personnel Officer
Deltan Cultural Exchange

Saurian Cultural Exchange
Trill Personnel Officer
Trill Cultural Exchange

This seems like it would be fairly simple to implement.
