The Spread Fire Modes are missing components to its damage.
This issue persists with the item itself.
It is not a character-bound issue.
For the sake of completion, here the list of characters I've noticed this on:

Map change has no effect on the issue.
I've done some tests with the weapon, but there's nothing I seem to be able to do to resolve the issue.
The standard fire of the Torp:
Take note of the 3 damage numbers:
Kinetic, Plasma, and Plasma over time
Here's the standard fire's tooltip (from a different character):
Again, those 3 damage numbers are present.
They are working as advertised as the mechanic of the Torpedo.
A kinetic part, an energy part, and a guaranteed damage-over-time part.
Now, on to the issue I noticed:
This is the Spread I fire mode.
As you can see, there is now only the Kinetic damage present, and the damage-over-time aspect is unreasonably lower AND no longer guaranteed.
Under Spread II & III, even that damage-over-time disappears completely, as shown by this tooltip:
Once again, the specific damage values being not important, it is missing a LARGE portion of its potential damage in the form of the energy damage portion and the damage-over-time effect.
I get that some torpedoes get special treatment in their fire modes, but this would be the first time that a specific fire modes is WORSE than any of the rest instead of BETTER.
I do not think that this current state of the torpedo is intended, or purposely made this way.
As I like the weapon very much, I'd like to see it get a once-over.
