Deleted 2017 version of leeta and not allowed to recruit new version

I previously had the leeta from the 2017 giveaway and I wanted the updated version from the Phoenix prize pack. Noticing that it was giving me a message that I reached the limit of officers I could have of this type so I deleted the old version from my roster and attempted to add the new holo tactical version and I'm still recieving the same message...nor am I allowed to delete either version from the recruitment section..requesting help to try and add the new version to my bridge officers..thank you
