On both the Pioneer and Constitution bridges there are a bunch of bugs - strange shadow patterns from the lights which were not there last year, and incorrect animations for sitting NPC's. There are also missing door sounds and ambient sounds in certain parts such as the Engineering lab. In the shuttle bay, since the TOS Starfleet tutorial was revamped, the wall at the end of the shuttle bay is missing allowing the player to fall through into the void.

Still, a few years back the overall 'ground' level for every map in STO dropped by about a foot and a half.
Most maps weren't affected as the ground that you walk on is not the same 'ground' that the map uses.
These NPC's are sitting relative to that 'ground' so they have dropped as well.
Further evidence for the dropped 'ground' level can be found in "Coliseum" where, for a few years, you've now got to jump to enter the sewage pipe. Used to be you approached the pipe and clicked the interact for it, but you now need to jump to reach it because that pool of waste uses the dropped 'ground' for its' bottom.
This is the Constitution (2267) bridge issues.
These are the issues with the Pioneer bridge, which has many of the same problems as the Constitution bridge, if not worse issues including a misplaced door where a Jefferies tube should be instead.
