Per below screenshot, the reinforcements mission cannot be completed on Romulan characters

    The version you get in New Romulus Command is indeed bugged and always has been. The mission was disabled after it first appeared and has somehow been re-enabled some time in the past few years.

    You need to drop it, and head to Starfleet/Klingon Academy and get the same mission from Ferra/S'staas to get the corresponding Duty Officer reward.

    (This bug gets reported every single time this event runs and Cryptic really needs to disable this version of the mission again!)

    I know. I would rather they fix the mission. I like the romulan doff

    Well, it's unobtainable and nobody has it as the mission has never worked.
    Romulans & Remans have to settle for their faction-allied duty officer reward.
