Phoenix Tokens not converted

Hello,
after a lengthy absence from STO i came back about two weeks ago. My Phoenix tokens where not converted after the Stormfall update. I still got my uncommon Tokens and the other tokens where not upconverted.
p.s.: Updated the old post because i moved the tokens to a character with an empty inventory
