Boffs resetting to basic skills?

I could almost swear I went through all my toons last year and bought their bridge officers space and ground skills. But every now and then I find a toon whos bridge officers are reduced to their basic skills.
I have some toons that I dont play very often. Sometimes there is a month or more when I dont log into one of them. Usually its my two romulans. And when I check on them the bridge officer skills are partially reset, they lose all ground skills I bought at the skills vendor.
Has anyone had this problem aswell?
