only recently, rubber banding, frequent disconnects

Recently within the last 2 weeks STO have been extremely unstable with rubber banding and very frequent disconnects. Prior to two weeks ago, I enjoyed years of zero rubber banding and zero disconnection game play. I have tracert to sto server and the highest was 103ms and lowest being 5ms with zero timeout. I am using 1ghz/1ghz fiber connection. I have contacted my isp to have them run some line tests between myself, them and sto. They where unable to find any issues. So what is going on and what changed two weeks ago?
