Reclaiming a ship I already earned.

I earned the Ferengi Nandi Warship ship during the Season Thirteen: Escalation event in June 2017 and again during the 9th year STO PS4 anniversary event in 2019 (twice earned) with the very same character that I had the ship unlocked with before and which I am trying to reclaim now. I know that it is
bound to this character but something is wrong and I can't reclaim it now and I should be able to with this character. This is the first ship that I upgraded to a T6-X (experimental) or at least a of the first. Also I have the Universal Console Metaphysics Solar Capacitor as well as the admiralty ship from that ship proving that I owned that ship before. I have checked everywhere to make sure that I don't have a copy of it in a ship box somewhere waiting to be opened. I definitely do not have it in active ships inventory or in dry dock inventory. Please somebody help. How can I get this reclaimable ship back? Is anybody else having this issue?
