Recursive Shearing I Auto-Execute

Good day all -
The Recursive Shearing BOFF ability is not auto-executing. I've only been able to test RS1 set to Whenever Possible, Target Rank: Cruiser+ and Target Rank: Battleship+ and it never procs. I also tested the only other Temporal BOFF ability I had available in the same LT. Commander slot (Chronometric Inversion Field II) and it auto-executes without issue. Manually activating RS1 also works without issue.
