shields are going dark when in combat

in PC Gameplay Bug Reports
i have slotted a shield and no matter what do they periodically shut off as in the game thinks they are not in. Don't know what else to do! I force verified took the shields out put them back in i have logged out and waited 15 minutes after getting done with TFO so don't get penalty i am left stumped and baffled why this is happening! Its getting me KILLED. What do i do to fix this issue since i have tried everything and its not localized to one character its all characters?

    My workaround is to save your loadout in sector space or near a planet two times. When I do that, nothing gets shifted and moved into my inventory. With that said, this is an annoying bug that still has not been completely fixed. Will be nice when it is finally.
