Voth Rampart / Omni-Directional Beam Array

So recently I acquired the Voth Rampart Command Flight Deck Carrier from the Mudd's In Command bundle and I was trying to upgrade the Omni-Directional Voth Antiproton Beam Array (Very Rare) that comes with the ship. I figured it was like the other rare/very rare weapons (wide angle quantum torpedo launcher, quad cannons, quad micro photon torpedo launcher, etc.) that come on other starships that can be upgraded from very rare ∞ level-less version to very rare MX XII version. The quad polaron cannons suffered from this recently but was fixed. In the description, it does indicate that it is a leveless item and when you hit 60th level, it can be converted to MK XII by selecting the "upgrade" option from the right click menu. That option, along with the Re-Engineer option, is not available. I've tried removing it from the ship and attempting that in my inventory. I've moved it to another ship to see if that works. Still nothing. Is this a bug with the weapon or was it never meant to be upgraded? If that is the case, may I suggest making it a common standard issue weapon like the other weapons that come pre-equipped and removing the paragraph in the description about it being upgraded.
