R&D requisition mission yields no rewards for FED toons

Im doing the requisition mission for the third time with six toons. Usually its mixed when it comes to rewards. Low chance for a useful duty officer, random resources, the usual. But the last two rounds were different. Last round, three days ago, at least one of my toons didnt get anything other than 144 recruitment XP.
Right now Im doing my next round and all four FED toons get this "nothing" reward:
I still started the missions in the hopes the next round will be different. Today I collected and so far the rewards are resource materials ontop of the useless 144 recruitment XP.
So another visual bug.
