Unable to Summon Synth Android (Combat Pet) in Certain Zones

In areas such as Nukara Prime, I cannot summon the Synth Android Combat Pet. However, since we can summon the Elachi Walker, given their mutual mechanical nature, I believe this is in error, and we should be able to call forth the A600 series in this zone and similar zones like it.
Edit: On top of that, the pet also doesn't like to follow you in certain other zones either, unlike all other pets. For example, in Earth Space Dock, the Synth refuses to move.
