Jem boffs on Jem characters can't wear ranks above Ensign on Starfleet or Alliance uniforms

Fed-Jems normally have access to Starfleet uniforms, and all Jems have access to the Khitomer Alliance uniform since I claimed it via the giveaway. However, a Jem'Hadar character's Jem'Hadar boffs (be they regular Jem, or Jem Vanguard) can't wear ranks above Ensign, even when fully promoted. The ranks simply don't appear for selection in the tailor. This bug is identical to the one that TOS and Discovery BOFFs used to have with their uniform ranks, as well as the one that Reman, Lib Borg Romulan, and story-related Romulan boffs still have. (However, these ranks appear to work fine on Jem Vanguard boffs when they are claimed on plain Fed or plain KDF characters.)
