Bug Report: Carrier Wave Shield Hacking Not Triggering

I was hoping this would be looked at during the Intel buffs, but Carrier Wave Shield Hacking still doesn't trigger on about half of Intel abilities (even though it appears on the tooltip).
After the recent Intel patch, I tested it on Intel Team and Transport Warhead with no success.
