I have noticed that when I am working with my bridge officers skills, they seem to disappear and then reappear, as I am trying to set them up is this a known bug or a new one,

It's a bug.

Best way I found around it was to change abilities in order, then change them back to what you want.

My version is a little different mind you, I find it happens with specialists when I change ships.
