"Freelance Security Detachment" kit module doesn't work

in PS4 Gameplay Bug Reports
the new "Freelance Security Detachment" tactical kit module from the Emerald Chain Lockbox does nothing when equipped.

There is no manual activation 'button' in the power menu and there is no automatic summon, NOTHING happens after equipping it.
