I'm in a two-person fed fleet. Haven't talked to my fleet partner in well over a year, but we both just boost different areas of the fleet from time to time, communicating what we want to achieve per fleet 'message of the day'. Progress is slow, been going on for years, but it works.
Klingon side I'm in two different big fleets/armadas that are all finished. Contribute a little if there's a project that is not immediately filled, but I don't really know anyone in those fleets. It's more or less one big anonymous cooperative.
A fleet tax or mandatory participation? Never, ever, heard about that.

Like Nixie, my experience with fleets have included what was essentially daily dues to be in the fleet. the moment they said that i was pushing the leave fleet button
Most Fleets don't do that. There's normally just a one time threshold of fleet credits earned to unlock the vendors. And you would be doing that anyway because you need the fleet credits to buy the gear. If you've somehow found yourself in a fleet demanding dues, how on earth did you get there? Did you just go with the most annoying twit spamming in ESD?
I joined a fleet (random invite, rare on console), rank 6 you had to be to get any store access. Near max fleet with 2k of each provision.
Oh and a delightful message saying not to leave tribbles in the fleet bank. I left 10 tribbles in the fleet bank and left, grew them specially for that purpose.
My point is, long standing fleets who restrict access to stores are to be spat on. Who cares if a player drops in, buys stuff and clears out again, assuming they aren't newer players with no creds.
My Rommie is in a start up fleet, even that isn't restricted.....yet. Plus she's a Romulan she has 5 locators worth of SROs anyway.

I get the feeling fleets on console tend to be run a lot differently.
PC side I haven't heard of any such tribute fleets... keeping people from burning 20 or 30 of the fleets provisions and taking off sure. But that is for every fleet I have ever heard of taken care of by actually getting to know people... not paying in. Getting on Discord and meeting people means you get to be one of the club... seems to me console is less social and far less communist then PC.
I can't claim to be well versed though its not like I jump fleets... I been in the same fleet for all but the first few years of the game at this point. Once the fleet project junk started most a lot of fleets started condensing. Early on at least I was almost 100% a PvP player and we used to have 100s of good PvP fleets, after fleet bases the numbers dropped hard. Too bad Cryptic unintentionally had a good PvP fleet system with prominent tags on ships. And any 5 players that decided they wanted to be a PvP fleet could break out and do that with zero downside.
If your on PC anyway look for a fleet that actually talks in a voice chat... actually getting to know the people in the fleet a bit in general means you get welcomed in. As far as I know most PvE/PvP/RP fleets in the game are pretty welcoming if you are actually joining to play STO with other people, and not just looking to buy gear and leave. If you join a fleet and see they have everything locked down to the 2 or 3 people running the fleet... your just leveling their personal bank fleet, and ya no one needs that.
Console isn't overly chatty (it's wonky even when it works, controller keyboard and all that). The spammers find a way though.
I don't do Malware 'R' Us (Discord), so it's basically a single player game with player controlled bots in it.
I rarely hit the stocks, and throw in a bit here and there. My main is is KDF in a maxed out fleet, the Rommie I mentioned and my KDF recruit and JH are in a different fleet with no demands, sadly they're at the mega dil portion of their fleet building. My feds are basically dil mules until I decide to do something with them.
Console is pretty much silent, I assume most use the console system text or voice chat as in game chat is borderline unusable on Xbox at least.
Three things I require from a fleet, let me at the stocks, leave me alone, and keep those projects running. I get enough earache from people in RL, don't want to deal with them in a videogame.
