Don't feel alone, I am experiencing the same issue. Windows 10 operating system, Nvidia RTX 2070 GFX 2/14/20 driver set. Also having the Operating System is not supported messages when I attempt to sign in. Have already opened a ticket, keeping fingers crossed they can resolve the issue.

Also worth checking what your game config is actually set to (GamePrefs.pref). Search for entries like:
1: Go to steam directory by default C:\Program Files (x86)\Steam
2: Right click on Steam.exe and go to properties
3: Click on compatibility tab
4: Uncheck execute this software in compatibility mode
5: Hit apply and ok
6: Close Steam and restart it
7: Launch Star Trek Online
1: Go to steam directory by default C:\Program Files (x86)\Steam

Now this issue should be gone.
Not to be a Negative Nancy, but normally you shouldn't have a need to have a game running in compatibility mode to begin with (another way of saying that, is that having done so was a sign of an already, earlier issue).
For me it's working and no issues earlier, i doesn't made any change to steam before. I'm on a fresh install of windows 11 and i installed steam just after the OS so i wasn't aware of this change before.

Maybe you still had it on an older DX version.
edit: I resolved my problem by removing compatibility mode on steam
1: Go to steam directory by default C:\Program Files (x86)\Steam
2: Right click on Steam.exe and go to properties
3: Click on compatibility tab
