Phoenix Upgrade Applied to Item with no change to console Rating/Stats

Applied 2 Phoenix Upgrades to a console (Console - Universal - Quantum Phase Converter); the item took the upgrades but still needed another approx 1000 points to upgrade stats (then added a 2000 point upgrade). When I applied the third upgrade the prior Phoenix upgrades reverted the points to 0 and the last upgrade only took. No stats changed on the console.

This sounds very much like the console is already at Mk XV, which is the maximum.
Continuing to upgrade only provides a chance at the quality upgrading from Very Rare to Ultra Rare, or UR to Epic.
There is a progress bar that fills showing the % chance to upgrade the quality - it is not guaranteed.
- If the quality doesn't upgrade, the % bar will continue to fill from the previous % chance.
- If the quality of the item does increase, the % will reset to 0 ready for the continued attempts to upgrade quality again, until you reach Epic (gold).

If I've misunderstood, perhaps you could share a screenshot (host it on a sit such as imgur.com and use the provided bbcode) to demonstrate what the problem actually is?

Thanks for the information and the behavior during these attempts did changed the stats of the console, but the stats did not keep. I saw the stats change to approx 23.8 damage to approx 25.1 damage (which is what I was looking for; and no I didn't take a screenshot); I wasn't trying to change quality and yes it was MK XV. In the end if that's the behavior of the upgrade system at this item level then maybe a warning could be added in the dialogue box next to the tech points line that reflects the rest of the screen wording (potential). It's a minor thing and learning by doing works also but it was a request by the GM to post this.

You can't go higher than Mk XV - only the quality can improve from Very Rare to Ultra Rare to Epic. It's only a chance at quality improvement as well, but we seem to have figured out what was going on.
