Additional Inventory Slots Item not Working

After the recent increase in the maximum number of Bank, Shared Bank, and Inventory Slots, the 'Increase Inventory Slots' Items can no longer be used. If trying to use that Item on any Character, it provides a flyby and Chat Notification that states 'You do not meet the requirements for this Item'.

The Characters are still capable of buying Inventory Slots (12) from the Zen Store.

Account @LtMinns. Five of these 'Additional Inventory Slots' Items are in the Shared Bank. They were moved to Character Inventory before attempted use.

    Are you at the current upper limit for Inventory slots?

    No as I can still purchase them. My hunch is that the Item was not updated to compare to the new upper limit.

    I get the exact same warning message when I try to use the inventory slots item.

    I'm an LTS account and my main character currently is only at 246 inventory slots and I should be able to max it at 312.

    Same here, I tried out buying more slots with zen to make sure that window isn't bugged and counted my inventory slots, 270 out of 312max. Tried the Promo - Additional Inventory Slots item on my temporal recruit which I haven't spend any zen on and for her it works so it appears to only bugs out for characters who had maxed out their inventory before the inventory increase.

    I came to that same conclusion as the only Character I had that was not at or near max Inventory before the change was my Jem'Hadar. He could use the Item.

    Also, I have the Elite Starter Pack (the Account-wide one). Basically, only new Characters created after I bought the Pack could use it, as all my other Characters were near enough to max on Inventory or Bank that would have exceeded max if applied. After this Change all Characters that had not been able to claim the Pack could. I did try to use the Promo - Additional Inventory Slots Item before I claimed the Elite Starter Pack and it still balked. That Pack provides 20 Inventory Slots and I could claim it (20>12).
