Red Shift Ground Mission Bug

Submitted a bug report about this, was told it was a "known" issue, but to post on the forums, so here goes.
Doing the new Red Shift mission (amazing, btw) my captain is unable to access the given "available skills". I can see them in the list, but cannot drag them onto the tray for use.
My current captain, is Science, and should have access to:
* Agonizer Brain Scramble
* Auto Targeting Beam
* Beam Setting
* Chains of Agony
* Terran Knife
* Unregulated Terran Hypo
I only have access to (auto loaded on the tray)
* Beam Setting
* Auto Targeting Beam
* Terran Knife
* Chains of Agony
This has happened on one other captain, and thought it was a level issue (he was under lvl 20). Current character is level 26.
