Can't add new Specialization Abilities to some DS9 Hologram BOFFs

I have Hologram Rom with the miracle worker specialization and with one ability unlocked. When I try to unlock more they all say "training manual required"... Oh yeah, I have the training manuals sitting in my inventory perfectly unlockable for any other BOFF with the miracle worker specialization. There might be other ones with this issue, but this one is the one I know of for sure at the moment

Nevermind... I figured it out. I'm special. They were ground abilities. I was rushing. In my defense though all the other specializations and regular stations in the bridge officer trainer have Space first then Ground except for the Temporal Operative and Miracle Worker. Those 2 have Ground first then Space
