Accolade Kobali Completionist only available for TOS characters

Is there a reason that the Kobali Completionist accolade (under Story Accolades) is only available on TOS characters (on both standard and temporal recruits)?

This does not show on other types of characters.

This is the first time I've heard of this...

I'm gonna have to look at my list of accolades for myself...

I've got it working on all my characters that have visited Kobali Prime - most recently my KDF Recruit Cardassian. A nice little accolade to complete whilst doing the missions there.
Remember, an accolade won't show up until you trigger at least one of its' objectives.
