32c Discovery Uniform

I was applying the 32nd century uniform to my bridge officers and a discovered 2 problems.

1. My bridge officers that I gained through leveling a Discovery origin character can only use ensign and lt. jr grade badges.
2. Marta Okataya can not use any of the 32nd century badges at all. Overall Marta is extremely limited in her uniform options.

I altered my The Doctor holo bridge officer's uniform and he was able to use all of the 32c uniform pieces that I expect him to use.
