Question for a fleet member (re: Unequippable Doff)

in PS4 Gameplay Bug Reports
A member of my fleet recently acquired a duty officer that he cannot equip. Looked on the Wiki, but cannot find the doff in question.

Find attached a screenshot of the doff in question.

    IN what way can the Duty Officer not be equipped?
    For 'Active' duty?
    T'Shamat is a Nurse and is only available for Active Ground Duty.
    If memory serves, you can only have one Nurse equipped in your Active Ground Duty slots. If T'Shamat cannot be equipped, it's likely because there's already a Nurse assigned to the Ground Roster.
